All-season resort project "Termal-Kem" was started in Karelia

In the settlement of Rabocheostrovsk, design and survey work was begun on the all-season resort ‘Termal-Kem”. The future construction site was visited by the Minister of Economic Development Anton Fokin, who, together with the investor, outlined the initial stages of the project.

During the off-site meeting, the participants defined the work process and the priority tasks for implementation of a large-scale investment project designed to transform the tourist landscape of the northern part of the Republic of Karelia and become a new attraction for travelers from across Russia.

– The project is of vital importance for the Kem-Belomorsk agglomeration and the entire republic. We are developing a modern year-round resort that will create new jobs, attract investment, and strengthen the position of Karelia on the Russian tourism map. I am confident that “Termal-Kem” will become a landmark of the White Sea region, – noted Anton Fokin, the republican Minister of Economic Development.

The initiative is being implemented by the OOO “Tohmajoki Park”, with a total planned investment of 3 billion rubles. The project significance was confirmed at a high level: at the 2026 St. Petersburg International Economic Forum, the Head of the Republic of Karelia Artur Parfenchikov and the investor signed a cooperation agreement.

The large-scale resort will be located between the settlement of Rabocheostrovsk and the town of Kem, near two UNESCO World Heritage sites, the White Sea Petroglyphs and the Solovetsky Archipelago. The project is included in the long-term development plan for the Kem-Belomorsk agglomeration till 2035. Once fully operational, the resort will be able to accommodate up to 1,700 guests and create 200 new jobs.

The infrastructure will include a hotel complex with 600 rooms, a spa center with a swimming pool, a restaurant, a congress hall, as well as a variety of active recreation facilities: moto-bicycle-cross and ski trails, a climbing wall, a rope park, hiking trails, kayaking and diving opportunities. A dormitory will be built for the employees. Construction and commissioning of all facilities is scheduled for 2035.

It's worth noting that the project “Terminal-Kem” is the part of the regional large-scale investment agenda. Following the 2026 St. Petersburg International Economic Forum, Karelia signed 13 agreements totaling 18 billion rubles. The key projects include construction of a gabbro-diabase mining and processing facility in the Kondopozhsky District (2.5 billion rubles), a tourist complex in the Sortavala District (5 billion rubles), and the commissioning of the Segozerskaya Hydroelectric Power Station. In total, the Regional Development Corporation is overseeing 190 investment projects in Karelia, with a total investment volume of over 164.08 billion rubles.
